Look around for a long standing VW repair shop - that's your best bet for CHEAP. You'll most likely need to do some blasting and painting, but SOMETIMES you get lucky and fine some really good stuff that's been kept inside somewhere. BTW - you MIGHT want to consider having more than 1 or 2 spares.... the VW rim *BENDS* quite easily - especially if you overstress it in an accidento .

Check with Bob Lybarger at LRE. He usually has a quite a few used rims and if you're willing to do some clean up and paint, they're usually very affordable.

look around for a local VW show, the 4x15 wheelis not a favorite with the car show people, so they sell them cheap not knowing we need them.
