Newbie Q - Regional vrs. National Engine

I read posts and ads that refer to Regional and National motors.

What is the difference between a regional motor and a national one? Are there different rules for the engines, or is it a "term of art" simply meaning that a "national" motor is somehow a stronger or better built engine?
