I think that the restrictions provided by the rules are to provide a means to this end. But I don't see the rules suggesting that racers not push to the envelope of the rules. I am opposed to a spec manifold for the following reasons: 1) The main cost driver in current manifolds is the minor differences between them. People are willing to pay a lot extra for a manifold that is "slightly" better then one they currently have. Who wouldn't pay extra for a manifold...
