Can not comment on whether this is "normal", but as with most cracks, I would drill a small hole above the end of the crack. Chances are that that would end the progression.
I would then weld some flat stock (1/8 or 3/16) to cover the crack.

My 2 cents for what it is worth.

The answer to IF is YES, (usually). Stock shims are larger .od than the head of the link pin( by about .035). So clearancing the carrier is SOMETIMES needed to clear the link pin. Can't tell you if the clearancing is enough to accept the stock shims. Have never had to relieve ( clearance) the carrie...

Prefer the ones assembled in Japan over the Assembled in the USA only because the Japanese version does not need to have the gap adjusted.
