I expect that there is confusion because the average person, racer or otherwise, has no idea what the DC level of any fuel is. Certainly, some general guidance would be appropriate. I don't know why there is any confusion. The current (2010) rules are that any class (except SSB/SSC) may run any gasoline that meets the DC (<15) and prohibited substances restrictions.
