I think it is necessary to analyze the difference between turnouts at the regional and national levels. I have never seen it enforced in the 8 or 10 times I went there. The really strange thing is that there is no requirement to have a fire extinguisher at Road Atlanta or at Lanier Speedway, even though these tracks are also in Georgia.
