I've found a thin coat of white lithium grease on the wheel and the tire bead (then some tire lube) helps greatly in getting the tire on easier and the grease helps seal it to a point where virtually no air will escape while sitting around. I'm with Bobc, I had a guy lathe down a junk drum so it is was just a flat plate, quite strong and works great, usually only need to tighten down the wheel with two lub bolts to change a tire. The Pennon bead seat kit I got was the small, and I probably have enough materials left over to make another seat, the only think I would need would be a new bag but one could likley be fabricated from possibly a dry cleaning sleave or garbage bag. I used the Pennon bead seat kit for my Citation, was fairly easy to use but don't even think about doing it without help, definetly a two person job. My "special" tool for this is a very large washer that will fit tite in the groove, with a small vise grips clamped to it at a right angle, might have to grind the washer some for fit. Works great.
